RCNS JOINS GREAT CLUB PRESIDENTS’ INDUCTION

The Rotary Club of Nueva Segovia (RCNS), led by Pres. Maria Olivia B. Pascual, attends the Induction Ceremony of Rotary Great Club Presidents of District 3770 for 2017-2018 on July 7, 2017 held at the Grand Ballroom, Sofitel Hotel, Manila.

District 3770 was composed of the Rotary Clubs in Eastern-Northern Luzon, which includes Bulacan, Nueva Ecija, Nueva Vizcaya, Isabela, Cagayan, Ifugao, Quirino, Kalinga-Apayao, Batanes and Baler.

Together with Pres. Olive are her very supportive RCNS members, Bernadette Ferry, Maria Concepcion Abbang, Rebecca Bautista, Mildred Abella, Jenny Baquiran, Ophelia Jove and Ana Lorraine Pasion.

Gorgeous and beautiful, yes, but they aren’t just that; for behind these façade is a heart full of willingness to help others, to truly make an impact to the community and to better the lives of others.

Meanwhile, Pres. Olive crossed paths with Past District Governor Manny Sy Peng of District 3770. PDG Manny was the one who first inducted Pres. Olive and the other RCNS members on June 4, 2016, during the RCNS Induction and Chartering date. “It was a great pleasure to meet him again and it warms my heart when he was telling me that the Ingat Rotary Sticker, the first IGP of the Club which was launched the same day, was still in his car windshield,” said BM Olive.

Likewise, Pres. Olive also rubs elbows with Architect Roland Diwa and former Department of Tourism Regional Director Blesilda Diwa, her real life Godparents when she tied the knot with Mayor Anteng way back then. Truly, Rotary reconnects hearts in its own beautiful ways.

ICNS KICK OFF ACTIVITY: TO PLANT–AND NURTURE–TREES

Since the beginning, trees have furnished us with two of life’s essentials, food and oxygen. They bear fruits and filter the air, replacing carbon dioxide with fresh oxygen. Today, their value continues to increase and more benefits of trees are being discovered as their role expands to satisfy the needs of our modern lifestyles.

To kick off its chartering year, the Interact Club of Nueva Segovia (ICNS) together with its support group, the Rotary Club of Nueva Segovia (RCNS), the Philippine National Police (PNP Lal-lo) and other supporters gathered on July 4, 2017 at the Agro-Forestry Park in Brgy. San Mariano, Lal-lo, Cagayan at 7:00 o’clock in the morning for the tree planting and nurturing activity. The activity has its two parts. The first part was the tree planting activity and its second part, was a short program.

To plant–and nurture–trees is a continuous charity. We need young leaders who aren’t afraid to make and keep promises, who genuinely give more than they receive and are always thinking ahead. The world would be a much better place to live in for the next generations if we just had more people like that to show the way- and twenty two (22) of these people belongs to the newly chartered Interact Club of Nueva Segovia.

Ma’am Jinky, also an adviser, said that this act of environmental care inspires not only the youth but also everyone in the community to propel great action for the alleviation of the looming environmental crisis.

The ICNS believes that the most important thing of all is to help others and leave the world a better place to live in for the future. This sense of fulfillment that comes from making a difference through this tree planting and nurturing activity is a pledge of commitment the ICNS will forever stand and heart fully embrace.

PLEDGE OF COMMITMENT TO PLANT–AND NURTURE–TREES

 We, the Officers, Members and Advisers of the Interact Club of Nueva Segovia, will do our part to protect the environment through this plant–and nurture–trees activity. We will faithfully take good care of these trees until they are full grown not just because we care about nature, but also because we care about the future generations, whose lives depend upon a healthy environment.

Also, the said activity paved the way to the Turnover Ceremony of Information Materials between the RCNS and PNP Lal-lo. To recall, the RCNS enters into a Memorandum of Agreement together with the PNP Lal-lo with the support of the LGU Lal-lo, for Information Dissemination on Health, Sanitation, Peace and Order, and other matters of concern in the municipality signed on November 13, 2016. RCNS Pres. Maria Olivia B. Pascual and then Police Chief Inspector Engelbert C. Bunagan led the Signing of the Agreement.

Today, another set of Information Materials were hand in by RCNS Pres. Maria Olivia B. Pascual to the new Chief of Police of Lal-lo, PCI Eugenio L. Mallillin, which contains an information about ICNS, Iwas Teenage Pregnancy, Oplan Double Barrel Reloaded, Lal-lo We Care Program and Smoking Ban sa Buong Bansa.

Meanwhile, one of the highlights of the program is the EXPECT-THE-UNEXPECTED. Do not be surprised for a special event. The ICNS prepared an advance surprise birthday party for BM Olive whose 57th birthday is straightaway tomorrow, July 5.

RCNS SPONSORS AN INTERACT CLUB

Dr. Jose Rizal once said, “The youth is the hope of the future.” Yes, Dr. Jose Rizal believes that the symbol of ideal leadership today is the young millennial. And so the Rotary Club of Nueva Segovia (RCNS) recognized the power of young people to be agents of positive change, that they indeed can change the quality of life of our nation.

Chartered on May 11, 2017, the Interact Club of Nueva Segovia (ICNS) conducted its first official meeting on May 28, 2017 at RCNS Office in Bagumbayan, Lal-lo, Cagayan together with the Rotary Club of Nueva Segovia (RCNS). This is to formally welcome the ICNS officers and members and to build rapport with the RCNS in a Rotarian way.

Interact is a Rotary-sponsored service club for young people. Made up of members ages 14-18 or secondary-school age. Interact gives young people an opportunity to participate in fun, meaningful service projects.

“We are very pleased that you have joined the Interact Club- Rotary International’s service club for young leaders like you to encourage and foster the advancement of international understanding, goodwill, and peace through a world fellowship of youth united in the ideal of service. All of these events benefit our community and promote a wonderful camaraderie between our RCNS and your ICNS.” –said RCNS Pres. Olive in her opening message.

The twenty-two (22) young and proactive interactors will be given an opportunity to be trained and get involved at this early stage of their lives in public service. They will be carefully guided by their club advisers, BM Olive, Ma’am Arlene and Ma’am Jinky to be future leaders of the community and who will be the RCNS partners in all Rotary activities.

And as discussed last May 28, 2017, during the ICNS Welcome Meeting together with its support club, the Rotary Club of Nueva Segovia (RCNS), the club held its first ever club meeting last June 10, 2017 at the RCNS Office in Bagumbayan, Lal-lo, Cagayan with President Ryna Angelica B. Bolando presiding and guided by their Club Advisers, Ma’am Jinky and Ma’am Arlene.

This meeting is intended to plan for our upcoming activities to enhance our leadership skills and serve our very own community. Their presence is of great help for the goals and aspirations of our club can only be achieved through the esteemed presence and participation of everyone involved,” said Pres. Yna.

The agreed activities during the said meeting are as follows: 1. To create an ICNS Facebook page 2. To come up with an infomercial in DWRL 95.1. 3. To have an IGP through selling of different accessories such as fans, bracelets, etc. in their own unique designs and creativity. 4. The treasurer will collect a voluntary amount of 50 pesos minimum, deadline is on June 16, 5:00 pm, Friday for its starting fund as an organization. 5. COLOR FUNRUN. 7. The Bricks depict the remains of the century old bricks of the St. Dominic Parish Church that have stood the test of time. The olive branches signify peace, which springs the foundation of hope, love and respect. The circle of youth united in the epitome of serving humanity, driven by peace and the understanding of others, represents solidarity, determined to build bridges as it focuses on creating a peace loving community.

Leadership should not be a responsibility given only to adults but also to the young and to anyone who has been empowered to make change. RCNS BAGS LEADERSHIP AND MEMBERSHIP AWARDS

This leadership story illustrates how one humble leader did just that.

Imbued with the spirit of exemplary performance and integrity-laden leadership, Rotary Club Nueva Segovia’s (RCNS) President- Maria Olivia B. Pascual receives the ALL STAR PRESIDENT LEADERSHIP AWARD during the Recognition Night of the Rotary Club 3770 at Midori Hotel, Clark, Pampanga last May 19, 2017.

Likewise, the RCNS as a whole was also awarded a MEMBERSHIP AWARD which was received by RCNS Vice-President Rhodora G. Maestre, for its selfless love to serve and care for the needy.

“We are very happy. Actually, I’m not expecting the said awards for we are just doing our mandate as Rotarians and considering our short existence since our chartering last June 4, 2016. But God has rewarded us with these awards as sources of inspiration to get going. Our time may be too short but our hearts are too big to accommodate all those who needed us the most. Our happiness comes not only from these awards but the idea behind and goes with it, that a JOB is well done,” said Pres. Olive in an interview.

President Olive and the RCNS are recognized on account of their outstanding accomplishments and invaluable contributions to achieving significant reforms and service in the local level in their private capacity as Rotarians.

Meanwhile, Pres. Olive expressed her heartfelt gratitude to all her members who charitably and faithfully extend their help and support since the Club was chartered.

FIGHT DENGUE WITH CITRONELLA PLANT’S (FCP’s) STORY OF SUCCESS

For the past few years, the Local Government Unit of Lal-lo, Cagayan has reaped multifarious awards for its exemplary performance both in leadership and in promoting health and sanitation measures among its people.

In the year 2011, 2012 and 2013, the LGU Lal-lo was conferred with a Seal of Good Housekeeping given by the Department of Interior and Local Government (DILG). The Seal advances the primacy of performance, accountability, transparency and participation.

Also, LGU Lal-lo received the Nutrition Honor Award from the Department of Health- National Nutrition Council (DOH-NNC) at the Philippine International Convention Center on October 21, 2014.

NHA is the highest award given by the (DOH-NNC) to Local Government Units which have maintained the excellence of their nutrition programs for six consecutive years, after going through six arduous years of maintaining its programs and projects in the field of health and nutrition.

Likewise, the LGU Lal-lo received the 2016 Seal of Good Local Governance (SGLG) given by the DILG during the SGLG National Conferment Ceremony on October 27, 2016 held at Hotel Sofitel, Manila, Philippines.

The SGLG is the highest award given by the DILG to Local Government Units in the whole country.

Through this award, several opportunities await the Municipal Government of Lal-lo, including entitlement to access to the Performance Challenge Fund, facilitation of loan approval thru the issuance of Good Financial Housekeeping Certification, and other programs.

Moreover, in the 2016 Civil Service Commission’s Report Card Survey, published on January 30, 2016, LGU Lal-lo received an “excellent” rating from the Civil Service Commission for its delivery of frontline services.

The Municipality of Lal-lo ranked no. 9 while Barangay Sta. Maria ranked no. 8 nationwide for their compliance with the Anti-Red Tape Act, such as the posting of a Citizen’s Charter, observing the No Noon Break Policy, wearing of IDs or nameplates, having public assistance desks, and having anti-fixer initiatives.

And after winning the said awards, it did not stop to pursue more programs and projects to further the benefits of the people especially the Lal-loqueños.

The Municipality of Lal-lo considers women as partners in rural development; thus, it supports women’s organizations that empower women. And one of the women’s organizations actively engaged in development activities is the Rural Improvement Club or the RIC.

In its desire to be a part of the continuous progress of the town, the Rural Improvement Club of Barangay Bagumbayan under the leadership of the Hon. Maria Olivia B. Pascual, proposed to the Local Chief Executive, Mayor Florante “Anteng” C. Pascual, a new program dubbed as “FIGHT DENGUE WITH CITRONELLA PLANT” (FCP) which was named after the initials of the Honorable Mayor.

This is to assist the LGU in implementing proactive measures to eradicate dengue and augment the financial status of the RIC.

The RIC Bagumbayan will be the one to propagate Citronella plants in the Community Organic Garden, which will be distributed to all barangays and schools in Lal-lo.

With the convincing power of the RIC women, the organization succeeded in partnering with the LGU Lal-lo thru the Municipal Health Office. The RIC received a payment amounting to fifty-six thousand pesos (P56, 000) for the Citronella Plants distributed to the thirty-five (35) barangays and thirty-five (35) schools.

Learning of the many benefits and uses of the Citronella Plant, Pres. Olive regularly joins meetings of Liga ng Barangay and Local School Board to educate and encourage massive planting of Citronella plants in every home, every barangay, every school and in every vacant lot found within the vicinity of the town.

As a result, the RIC are widely propagating and distributing Citronella plant with the participation of school institutions and Barangay Government Units in many corners of Lal-lo.

CITRONELLA is also known as “mosquito plant”. It is a citrus scented plant that repels mosquitoes. It is best when leaves are cut and crushed to produce the smell. This is the scent used for oils and candles.

The Fight dengue with Citronella Plant (FCP) program is like hitting two birds with one stone. It is a two-way project.

Primarily, this is aimed at fighting the prevalence of Dengue and other Mosquito- Borne Diseases. Using citronella as mosquito repellant is safe and non-toxic to humans and animals. Although some people can have mild allergic reactions to the oil, even ingesting citronella will not affect humans. It is simply broken down and passed out of the body through urine.

Secondly, this is aimed at providing livelihood program to the RIC members, thru selling various end products processed from Citronella Oil.

Among the Citronella Products the RIC Lal-lo has, are: candles, soap, hand wash, massage oil, and mosquito repellant (spray). They are available at the Lal-lo Pasalubong Center and in some provincial trade fairs.

Following the success implementation of the FIGHT DENGUE WITH CITRONELLA PLANT (FCP) program in the town, the Rural Improvement Club’s Citronella project was featured in Channel 7-BYAHE NI DREW, a TV program hosted by the Filipino actor, Mr. Drew Arellano, on April 28, 2016. The RIC Lal-lo demonstrated how Citronella products are being made such as citronella oil, soap and candles.

In continuity with the RIC goals in discovering new programs and products under the Fight Dengue with Citronella Plant Project, the RIC asked the assistance of the Department of Science and Technology (DOST) which in turn, responded positively.

On January 13, 2016, the RIC Lal-lo, led by its President Hon. Maria Olivia B. Pascual, signed a Memorandum of Agreement together with the DOST, headed by Regional Director, Engr. Sancho A. Mabborang.

And on January 31, 2017, the RIC Lal-lo together with Mayor Florante C. Pascual received check from DOST representative, Mr. Romeo Puyat, amounting Php 300,000.00 for the construction of the Citronella Processing Center to include machine for oil extraction, packaging and labeling of the same.

Truly, teamwork makes the dream fulfilled. To complete the composition of the Citronella Processing Center, the LGU Lal-lo has provided the housing of the said Center while Barangay Captain Gloria Peru of Barangay Paranum donated the lot where the Center is being built.

Barangay Paranum was chosen to be the location because it is where the largest Citronella plantation is being found and the lot is all set for the construction.

The hard work, the patience and the sacrifices are all worth it. The newly-built Citronella Processing Center which was inaugurated las May 11, 2017 located at Barangay Paranum, Lal-lo, Cagayan is a manifestation of a priceless success.

The RIC La-lo strongly believes that there are still a lot of products that can be derived from Citronella Oil. This support and assistance from the DOST for the Processing of Citronella Oil, would surely be of great help not only to the Rural Improvement Club but to the whole of Lal-lo and the Province of Cagayan.

The program has gone a long way. Lal-loqueños particularly RIC officers and members and other women sector have dutifully embraced the project in their own family home especially in all barangays and schools in the town. The Citronella benefits and uses were proven and tested, having reduced dengue casualties in the town.

The FIGHT DENGUE WITH CITRONELLA PLANT (FCP) is one of the best implemented programs in the LGU Lal-lo which continue to thrive through the collective efforts of the Local Government Unit of Lal-lo, the Department of Science and Technology, the Cagayan State University-Lal-lo Campus and the Rural Improvement Club of Lal-lo.

The road to success is not always easy to navigate but with hardwork, patience and unity among all, success is always possible.

The Rotary Club of Nueva Segovia supports the Rotary Club of Vigan in their advocacy to END POLIO NOW through the Vigan Cycling Maniacs on January 30, 31 and February 1, 2017.

MILES TO END POLIO is an international program of the Rotary Club to raise funds for polio eradication. “Supporting the Miles To End Polio ride is one way to show the world, that Rotary’s commitment to polio eradication is persistent to achieve positive results.” –Pres. Olive, RCNS.

According to Centers for Disease Control and Prevention (CDC), polio, or poliomyelitis, is a crippling and potentially deadly infectious disease. It is caused by the poliovirus. The virus spreads from person to person and can invade an infected person’s brain and spinal cord, causing paralysis (can’t move parts of the body). Children younger than 5 years old are more likely to contract the virus than any other group.

Most infected people (90%) have no symptoms or very mild symptoms and usually go unrecognized. In others, initial symptoms include fever, fatigue, headache, vomiting, and stiffness in the neck and pain in the limbs.

There is no cure, but there are safe and effective vaccines. The strategy to eradicate polio is therefore based on preventing infection by immunizing every child until transmission stops and the world is polio-free.

Together with the Rotary Club of Vigan, the RCNS is faithful to this advocacy, thus, as a positive response, the organization vowed its undying support and commitment, raising awareness locally and internationally, for the prevention of this potentially fatal infectious disease, the polio or poliomyelitis.

“We are very dedicated to end polio now, the devastating effects of polio is so patent and alarming. Prevention is important, which is why, as early as now we must focus to permanently combat this disease,” said Pres. Olive.

 

PMAM CONDUCTS MEDICAL, SURGICAL AND DENTAL MISSION

The Philippine Medical Mission of Michigan (PMAM) conducted a Medical, Surgical and Dental Mission at Matilde A. Olivas District Hospital, Camalaniugan, Cagayan and at the Lal-lo National High School, Lal-lo, Cagayan on January 30 until February 2, 2017.

The Surgical and Dental mission were held at the Matilde A. Olivas District Hospital while the Medical mission transpired at Lal-lo National High School.

The four-day mission is in partnership with the Provincial Government of Cagayan, the Local Government Unit of Lal-lo, and the Rotary Club of Nueva Segovia.

PMAM is a non-profit organization that promotes charitable activities, assistance to physicians, maintains and upholds the high standards for the medical professions.

The PMAM had served in several medical missions in the Philippines. The last four years were in Laoag, Ilocos Norte; Santiago, Isabela; Iriga, Camarines Sur, and Bacolor, Pampanga.

“As president of PMAM, I have the privilege to choose the next venue for the mission. Without hesitation, I chose my home province and hometown-Cagayan and Lal-lo,” said Dr. Gilbert M. Roc, a full-blooded Lal-loqueno, the President of the PMAM and the PMAM Foundation, in his letter to Gov. Manuel Mamba.

He also thanked Cagayan for the opportunity to help and for the warm welcome.

Indeed, most communities nowadays are still deprived of proper healthcare, most especially in rural areas. Rural residents often experience barriers to healthcare that limit their ability to get the care they need, one of the top reasons, is poverty.

From those who cannot afford medical care locally, to those who have no access to medications and surgeries in third world countries like the Philippines, medical missions like this, plays an essential part in our lives.

jrd_3679Our brothers and sisters, the Aetas, are some of the beneficiaries of the said Medical mission.

“To help heal and to comfort our constituents, our brothers and sisters, our fellow human being, who has no access to medical care and who is really in dire need is what we all strive for. We make this world a little better in every charitable act we share with others. Undeniably, this Medical, Surgical and Dental Mission brought new hope to many of our people especially those who are really deprived of medical care.” –Mayor Anteng.

“This Medical, Surgical and Dental Mission has truly been a life changing experience for me and to my colleagues who devoted a little of their precious time for this mission, many lives were touched and our hearts are warmed,” said BM Olive, the Chairman of the Committee on Health.

Thousands of people availed of the said mission. The visibility of hope and joy were engraved in those faces, enough to convey the unspoken sense of thankfulness to the people behind this charity mission, those who possessed compassionate hearts.

Medical mission trips are one of the hardest to meet because doctors have very hectic schedules. The province of Cagayan is truly blessed for it is where the mission was being held. The PMAM Missionaries are only few of those many who are willing to take a week off of their practice for this outreach mission. Despite busy lifestyle, the PMAM extend their loving hands to the world especially to the Cagayanos this time.

As per records from the Municipal Health Office of LGU Lal-lo, there are fifty-four (54) PMAM missionaries who came all the way from Michigan to help, which include Physicians and Surgeons, Dentists, Surgical and Medical Nurses, and Ancillary Staff.

In this beneficial mission, many people showed their love and support through their willingness to help, most of them came from the host Municipality, forty-two (42) from Municipal Health Office, five (5) from the General Services Office, three (3) from the Rescue 35, eighteen (18) from the Mayor’s Office, twenty-one (21) from the PNP Lal-lo, fifteen (15) from the Regional Police Safety Battalion and sixteen (16) from the Provincial Government of Cagayan.

The number of patients-beneficiaries has a total of two thousand seven hundred ten (2, 710), composed of five hundred ninety two (592) pediatric, one thousand seven hundred thirty eight (1,738) adults, and three hundred eighty (380) persons availed the dental services.

RCNS HELPS TYPHOON LAWIN VICTIMS THRU TULONG: BALIK BUBONG

October 19, 2016- One of the most powerful and strongest typhoons to ever hit the Philippines, the Super Typhoon Lawin hit the Northern Province of Cagayan on Wednesday night, leaving an unforgettable nightmare to all. Super Typhoon Lawin destroyed many houses and properties, ripped trees out of the ground and tore off roofs and flung it around.

And in the course of this battle we are struggling to survive, the Rotary Club of Nueva Segovia, led by its President, Hon. Maria Olivia B. Pascual, extends its arms to the victims of Super Typhoon Lawin through the project “TULONG: BALIK BUBONG”. Through this project, selected victims of Lawin are given GI Sheet Gauge or “yero” to help them rebuild their destroyed houses.

“Helping is not the duty, but the calling of the Rotary Club of Nueva Segovia. And considering the vast damage caused by Supertyphoon Lawin, it’s just a matter of resources and we can help right away the victims,” says Pres. Olive.

Mr. Johnny Ng of DN Steel Corporation donated the GI Sheet Gauge to RCNS through the help of Hon. Mayor “Anteng” Pascual of the Municipality of Lal-lo, Cagayan. The RCNS distributed one thousand (1000) pieces of Sheet Gauge or “yero” to Typhoon Lawin Victims. “We are very grateful to DN Steel Corp., because their donation of 1000 GI Sheets enabled us to perform our mandate to help,” Pres. Olive adds. “These GI Sheets were given to the Cagayanos who are really in dire need of help for the restoration of their houses.”

BM OLIVE REMINDS PUBLIC TO OBSERVE ROAD SAFETY

Drive safely for the sake of your family and everybody. That no matter how long the travel, bear in mind, road safety starts with the single word “me”. –BM Olive.

In her tireless travel almost everyday, back and forth, from her beloved town of Lal-lo to Tuguegarao City, going to her office at the Sangguniang Panlalawigan, BM Olive is already used to it, just to serve the people selflessly and sincerely.

This everyday scenario has been part of her routine, tiring it may seem, but for her it’s nothing compared to the opportunity to be able to see the day-to-day situation in her respective constituency as a Board Member from the First Congressional District of Cagayan.

One of the most alarming issues she observed is the carriers’ non-compliance of the transportation laws. To date, the increasing number of motor- and other vehicle- related accidents are dramatically increasing due to non-observance of the traffic rules and regulations.

During the 18th Regular Session of the 9th Sangguniang Panlalawigan of Cagayan last November 15, 2016, BM Olive brought out this issue. Most of the members conformably expressed their concerns, shared their ideas, personal experiences and encounters on the matter.

“Under our Transportation Laws, the Common Carriers are duty bound to observe extra- ordinary diligence in the transport of goods and persons. Utmost diligence po ang hinihingi ng ating batas sa ating mga common carriers. Ibig pong sabihin, kailangan ibigay mo yung pinakamainam na pag-iingat na maaari mong ibigay,” said BM Olive in her speech.

Unfortunately, many motorists do not observe this degree of diligence. With such neglect, the lives of the commuting public are always put at stake. The possibility of danger is higher.

In fact, while discussing the issue during the regular session, BM Olive received information that somewhere in Gattaran, Cagayan, there happened an accident involving a passenger van and a truck.

According to informants, a passenger van overtook another van in a blind corner, which unfortunately collided with a truck.

It was a head-on collision where the front ends of the two vehicles hit each other in opposite directions. As per report that day, a passenger of the van was reported to be Dead on Arrival and the rest are seriously injured due to the impact of the collision.

“This is a reminder to every one especially the motorists to observe extra care whenever driving their wheels. Road safety is of utmost importance.” –BM Olive.

The August body planned to invite the concerned agencies in the coming sessions for study, and possible measures to address the problem.

LGU LAL-LO RECEIVES 2016 SGLG

“A little progress everyday adds up to big results.”-Satya.

Led by the Hon. Mayor Florante “Anteng” C. Pascual, the Local Government Unit of Lal-lo humbly receives the 2016 SEAL OF GOOD LOCAL GOVERNANCE given by the Department of Interior and Local Government (DILG) during the SGLG National Conferment Ceremony on October 27, 2016 held at Hotel Sofitel, Manila, Philippines.

Vice Mayor Florence Oliver B. Pascual, Board Member Maria Olivia B. Pascual, Municipal Local Government Operations Officer (MLGOO)-Bernadette O. Ferry, and other members of the LGU- Lal-lo family accompanied Mayor Anteng during the awarding.

The SEAL OF GOOD LOCAL GOVERNANCE or the SGLG is the highest award given by the DILG to Local Government Units in the whole country. The DILG assessed all LGU’s nationwide from March to September 2016.

The criteria for the assessment consist in meeting the standards of three (3) core areas namely: (1) Financial Administration; (2) Social Protection; and (3) Disaster Preparedness; and at least one (1) of the essential areas, namely: (1) Business friendliness and competitiveness; (2) Peace and Order; and (3) Environmental Management.

The Municipal Government of Lal-lo passed the three (3) core components, and all the three (3) essential areas which paved its way to the prestigious 2016 SEAL of GOOD LOCAL GOVERNANCE, making it the very First Class Municipality to receive such in the whole Province of Cagayan.

Indeed, this SGLG manifests the LGU’s remarkable performance and commitment towards excellent and transparent local governance, considering the tests that it had to pass. It gives fame and honor not only to the Municipality of Lal-lo, but to the Province of Cagayan as a whole.

Evidently, Lal-lo has been a center of progress and development for the past fruitful years. Receiving the prestigious award, with pride and humility, with unity and camaraderie, together hand in hand, the LGU family hopes for a better and brighter town of Lal-lo.
